Well all i know that it is a gif and that you would need photoshop or a editing software that can make gifs.

The gif you showed was already a video, and was just edited and rendered as an animated gif (search YouTube for Obama kicking a door, which is blatantly fake but hilarious) Trying to add THAT many frames to a gif is possible but a complete waste of time.

Some video editors have options to render animated gifs, Adobe Premiere does, I don't know about Sony Vegas or Movie Maker. You can also try GifNinja (Google it) to convert a ~4 second AVI video to a gif, which works alright.
